Tom Colthurst, Chief Operating Officer
Tom Colthurst serves the U.S. Department of Education’s Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention as an associate Center director. In that capacity, he is liaison between the Center and The Network: Addressing Collegiate Alcohol and Other Drug Issues, manages Center support for the U.S. Department of Education's annual National Meeting on Alcohol and Other Drug Abuse and Violence Prevention in Higher Education, and assists with other components of the Center's mission. He held public service appointments with the Extension Division and School of Medicine at the University of California, San Diego (UCSD), between 1984 and 2004, and formerly worked in local government with San Diego County from 1965. Mr. Colthurst is also chief operating officer for the Silver Gate Group, publisher of Prevention File: Alcohol, Tobacco & Other Drugs.

Barbara E. Ryan, President and Director of Editorial Services
Ms. Ryan is editor of several nationally-circulated periodicals:

• Prevention File (published by the Silver Gate Group)
• Prevention Pipeline (U.S. Center for Substance Abuse Prevention)
• Catalyst (U.S. Department of Education's Higher Education Center for Alcohol and Other Drug Prevention)

She co-authored the College Alcohol Risk Assessment Guide (1994, 1997) and numerous other monographs and reports for various clients.

Lance Segars, Ph.D., Director of Evaluation Services
Dr. Segars, also an adjunct faculty member at the San Diego State University School of Social Work, has installed, managed, and trained others in community surveillance systems, directed treatment follow-up studies, and conducted prevention demonstration evaluations.
